Under the general direction of the Executive Director IT Solutions Architecture & Engineering, this position performs a variety of technical, managerial, supervisory, and administrative duties relating to the sourcing, design, deployment, and operationalization of the MIHS data center, compute, storage, security, infrastructure services, collaboration and networking domains. This position contributes to the definition, engineering, deployment and operationalization of optimal and secure technical and communication infrastructure that supports business systems, clinical systems and all critical biomedical technologies in accordance with the directives laid out by the MIHS IT strategy and MIHS architectural framework, principles and guidelines. This role is responsible for deciding staffing needs, assign, schedule projects and work to subordinates and subunits to meet service and budget targets. In addition, supports the Director in setting strategy and creating and implementing technical solutions for the future configuration of the MIHS Health Information System. This position will gain organizational commitment for all high-level infrastructure plans, and initiate and manage projects to implement these plans.


Requires a Bachelor's Degree in Information Systems (IS) or related field; or an equivalent combination of training and progressively responsible experience that will result in the required specialized knowledge and abilities to perform the assigned work in lieu of degree. Requires eight (8) years of progressively responsible professional level IT experience which includes familiarity with Systems Engineering, Reliability and Availability engineering disciplines; and demonstrates a strong understanding of the required knowledge, skills, and abilities. Requires prior IT management experience preferably in a healthcare IT environment. Requires training in Information Technology Infrastructure Library, Structured Systems Analysis and Design, and Systems Engineering Life Cycle. Security basics and process engineering training is preferred. Information Technology Infrastructure Library (ITIL) foundation and or Engineering Certification is preferred. Must have knowledge and experience with Systems Engineering Life Cycle and the Information Technology Infrastructure Library (ITIL) and is familiar with strategic planning (e.g. current state, future state, road map). Analysis and implementation of large scale systems is required. Must have demonstrated ability to implement business-driven architecture capabilities in a complex environment with a team of highly skilled IT architects. Requires in-depth knowledge of technical architectural disciplines including: Systems architecture and infrastructure; Web architectures; Legacy infrastructure platforms and integration techniques; Current and emerging integration tools, patterns and frameworks; Security and controls; and Hardware virtualization tools and techniques. Must have superior written and verbal communication skills to executive and technical audiences. Possesses advising, instructing and persuading skills. Influences others in favor of a product, service, or point of view through an intentionally structured exchange of facts and/or demonstration Must demonstrate practical knowledge and experience with managing and leading multi-functional teams. Must possess effective communication skills, relationship building, and leadership skills. Must be a successful leader of people and possess the ability to motivate a team. Requires experience utilizing progressive discipline methods. Must be approachable, people oriented, and a good listener. Must be a change agent able to develop, implement and maintain policies and processes. Experience developing, monitoring and controlling operating and capital budgets is required. Must be creative and be able to think independently. Must exhibit a high degree of professionalism, customer service, and enthusiasm, combined with the ability to build relationships with business and technology stakeholders. Must possess solid analytical and problem-solving skills along with the ability to utilize the appropriate management techniques to plan, organize, control and coordinate activities. Requires the ability to read, write and speak effectively in English.
